　　The Internet is as important as other service such as building roads， therefore，the government should make Internet access to all the citizens at no cost. Do you agree or disagree with this statement. 互聯(lián)網(wǎng)和公路建設(shè)一樣重要，因此政府應(yīng)該讓所有的公民免費(fèi)地享受到互聯(lián)網(wǎng)，是否同意?

　　【作家立場(chǎng)】普及免費(fèi)的互聯(lián)網(wǎng)是一個(gè)美好的愿望，但是，其弊端不可被忽視，因此，我不支持政府向所有公民提供免費(fèi)的互聯(lián)網(wǎng)服務(wù)。

　　反對(duì)互聯(lián)網(wǎng)免費(fèi)：

　　1. 從技術(shù)角度而言：互聯(lián)網(wǎng)免費(fèi)不能使得所有的公民受益。換言之，在很多國家的貧苦地區(qū)，電腦得不到普及，所以，即使是互聯(lián)網(wǎng)免費(fèi)，那里的貧困人口也無法享受到互聯(lián)網(wǎng)帶來的利好，這筆經(jīng)濟(jì)預(yù)算還不如加強(qiáng)當(dāng)?shù)氐幕A(chǔ)設(shè)施建設(shè)，例如在貧困地區(qū)建立希望小學(xué)或者醫(yī)院。

　　2. 從經(jīng)濟(jì)角度而言：互聯(lián)網(wǎng)免費(fèi)可能會(huì)增強(qiáng)國家的經(jīng)濟(jì)負(fù)擔(dān);政府的財(cái)政預(yù)算和增長的民生需求是矛盾的，因此，政府應(yīng)該優(yōu)先考慮解決更加重要的民生問題。例如，教育、住房、醫(yī)療。

　　3. 從產(chǎn)業(yè)角度而言：收費(fèi)的互聯(lián)網(wǎng)服務(wù)可以促進(jìn)相關(guān)產(chǎn)業(yè)的繁榮，例如移動(dòng)公司。如果免費(fèi)，電信產(chǎn)業(yè)經(jīng)濟(jì)利潤必然下降，也可能導(dǎo)致相關(guān)人員的失業(yè)，因此，得不償失。

　　支持互聯(lián)網(wǎng)免費(fèi)：

　　1. 互聯(lián)網(wǎng)免費(fèi)可能給更多的互聯(lián)網(wǎng)用戶提供便利，尤其是經(jīng)濟(jì)條件有限，但又需要使用互聯(lián)網(wǎng)的年輕人，學(xué)生可以利用網(wǎng)絡(luò)來學(xué)習(xí)。

　　2. 公民是納稅人，政府的預(yù)算應(yīng)該取之于民，用之于民，免費(fèi)的互聯(lián)網(wǎng)服務(wù)也是政府的責(zé)任，因?yàn)檫@是造福民生的體現(xiàn)。人們可以利用網(wǎng)絡(luò)做很多的事情，例如創(chuàng)業(yè)開網(wǎng)店，休閑娛樂和接受網(wǎng)絡(luò)教育等。
